We’re Lucy and Julian, co-founders of Shepa.

With decades of experience across charities, corporates, and international organisations, we help leaders navigate complexity, strengthen governance, and deliver lasting impact - always rooted in faith-based values.

How Shepa began

We created Shepa after seeing the same challenges repeated across charities: blurred roles, stalled decision-making, and leaders left carrying too much on their own. We knew there was a better way - drawing on our combined experience in governance, strategy, and values-based leadership, we built Shepa to make clear strategy and good governance accessible, practical, and inspiring.

Meet the team

Lucy Bushill-Matthews

Lucy is a governance consultant specialising in faith-based charities, and a trainer with Civil Society, a UK training provider for the charity sector. She supports organisations to lead with clarity, purpose and integrity. She previously served as COO of the National Zakat Foundation and is currently a Trustee and Treasurer of the UK charity Respect, as well as a Faculty member at Windsor’s Faith in Leadership.

‍Alongside her consultancy work, Lucy is an author, TEDx speaker and regular contributor to BBC Radio 2’s Pause for Thought. A Cambridge economics graduate and qualified management accountant, she combines technical expertise with practical experience and a genuine care for the people she works with.

Julian Beere

Julian helps organisations sharpen their strategy and prepare for the future. With over 20 years’ experience in senior roles across global energy and commodities firms, he brings expertise in strategy, business development, and scenario planning. He has advised corporations, governments, and charities across six continents.

Passionate about sustainability and community wellbeing, Julian serves as a trustee of Shah Jahan Mosque, Woking and as a strategy advisor to the board of Funders in Good. A Chartered Accountant and Oxford graduate in Mathematics & Computation, he combines analytical rigour with a collaborative, values-driven approach.
