We’re Lucy and Julian, co-founders of Shepa.

With decades of experience across charities, corporates, and international organisations, we help leaders navigate complexity, strengthen governance, and deliver lasting impact - always rooted in faith-based values.

How Shepa began

We created Shepa after seeing the same challenges repeated across charities: blurred roles, stuck decision-making, and leaders left carrying too much on their own. We knew there was a better way - drawing on our combined experience in governance, strategy, and values-based leadership, we built Shepa to make clear strategy and good governance accessible, practical, and inspiring.

Meet the team

Lucy Bushill-Matthews

Lucy is a governance consultant and trainer who helps faith-based charities lead with clarity, purpose, and integrity. She has served as COO of the National Zakat Foundation, is a Trustee and Treasurer of UK Charity Respect and is on the Faculty of Faith in Leadership.

Lucy is also an author, TEDx speaker, and regular contributor to BBC Radio 2’s Pause for Thought. An Economics graduate from Cambridge, a Chartered Management Accountant, and with a Masters’ (Distinction) in Economic Evaluation, she brings a rare blend of technical expertise, practical insight, and deep care for the people she works with.

Julian Beere

Julian helps organisations sharpen their strategy and prepare for the future. With over 20 years’ experience in senior roles across global energy and commodities firms, he brings expertise in strategy, business development, and scenario planning. He has advised corporations, governments, and charities across six continents.

Passionate about sustainability and community wellbeing, Julian serves as a trustee of Shah Jahan Mosque, Woking and as a strategy advisor to the board of Funders in Good. A Chartered Accountant and Oxford graduate in Mathematics & Computation, he combines analytical rigour with a collaborative, values-driven approach.
